 2.4.4.1 The relevance of noise measurements

Whenever possible, noise emissions and immissions are calculated, especially in the case of traffic noise (see chapter 3), but noise measurements are still permitted in particular ordinances and regulations.

The determination of noise pollution through measurements is used among others to assess noise in individual cases (e.g. after complaints), to determine noise emissions from particular sound sources (e.g. lawn mowers, building machines according to the enveloping surface method) as well as to assess noise abatement measures (e.g. the installation of soundproof windows).

Furthermore, it is necessary to carry out measurements in the case of complex noise structures which cannot be calculated. Another context for noise measurements is noises with discrete or impulsive components.

Measurements for official purposes may only be carried out by technically qualified persons or institutions, preferably recognized measuring agencies as prescribed in § 26 of the Federal Immission Control Act (BImSchG). These are authorized by the highest responsible Land authority (in Baden-Württemberg: Environment Ministry, 2008). The agencies must provide skilled personnel and the required technical equipment.
